How to know and recognize it, since it doesn't seem any formular or recipe to apply. I think it is rote learning, like a parrot

There are no rules for this.

Please note that unlike Vietnamese, native speakers of English also need a dictionary to know how to pronounce a new word. For example, Alex Trebek (a well-known TV show host in the United States) had a dictionary in his office, and he always pulled out his dictionary to check the pronunciation whenever he had any doubts.

And there are not that many commonly-used words in English. Checking the schwa sounds of ~7000 words is not that hard (you also don't need to check the schwa sounds of one-syllable word)
