The phrase "do the needful" somehow reminds me of this

Do nothing because it is righteous or praiseworthy or noble to do so; do nothing because it seems good to do so; do only that which you must do and which you cannot do in any other way.

It's a weird quote and I still don't think I fully understand that, but it is an interesting quote for me.

i guess it's about not doing redundancy?

that quote also reminds me of a JP word i've learned recently, 蛇足 ("snake legs", redundancy, superfluity, useless addition)
such a coincident between JP 蛇足 and VN "vẽ rắn thêm chân"

This quote kinda works out of context. It was an old (and perhaps wise) man talked about how he used to do irrational things in the past due to his own arrogance, and gave advice to a young (and future king) man not to do things because it simply looks good or looks right.
Talk about this kinda reminds me of Gandalf quote about killing Gollum

Frodo: 'It's a pity Bilbo didn't kill Gollum when he had the chance.'
Gandalf: 'Pity? It's a pity that stayed Bilbo's hand. Many that live deserve death. Some that die deserve life. Can you give it to them, Frodo? Do not be too eager to deal out death in judgment. Even the very wise cannot see all ends."

Since I'm also do not fully understand the quote, I cannot know if you are wrong or not.
But I think we have the same idea about that quote.
In the whole series, there is a repeated theme of action and consequence. I think perhaps what she meant here is that we must do something only after we have really thought about its consequence.

Wow, these bureaucrats' greed surely knows no bounds. You would expect them to have even a modicum of conscience left, especially when the country was in such peril. And there are the embezzlement of the Covid-19 funds, the controversies surrounding the rescue flights and the failure to deploy Nanocovax. No wonder the denizens of F33 have become so jaded and disillusioned with the government. At no time has the citizens' trust in the government dropped any lower than this. And the economy is predicted to be already in a recession and might even spiral downwards even further in the next few recent years. All of this really makes me wonder how things will eventually pan out.

I work as a domestic freelancer and also hold a part-time position at a visa service company. As a result, I have the opportunity to meet many people and learn their diplomatic way of speaking, lol.

P/S: I frequently engage in heated debates within the football thread and other threads found in the F33 section. Whenever I converse in Vietnamese, I tend to express myself with greater assertiveness. Consequently, I don't consider myself to be particularly refined, haha
